This is why I remove those bolts and put in stainless ones.

A bit more expensive, but I’m not introducing my vehicles to rust.

it’s just a cheap toyota and its over 20 years old… I could give a fuck less about a little rust around the plate…

I’ve got a shitty little cordless dremel that probably isn’t good for doing anything more than dog nails.

For the phillips head one, looks like a vicegrip pliers can easily get a bite on that one…head and all, easy peasy. For the slot head, I’d shove a right sized common screwdriver in the slot, keep pressure on it, and use an adjustable wrench to grip the screwdriver blade right next to the bolt.

I woulda used TriFlow or BreakFree instead of WD40 but either way, the worst case is you’ll twist the head off and break the screw. Plate will come off and you’ll just need to jerry-rig a way to install the new plate.
